Current Status

  • The Village Council has not approved a Master Plan consistent with Village Code, effectively pausing progress on the Village Place project. 

  • While the Council approved a conceptual layout, no entitlements were granted — meaning no approvals exist for building height, use, or density. 

  • Without entitlements, no development rights are established — nothing can move forward. 

Why This Matters

No Plan = No Certainty 

  • Without a Master Site Plan with entitlements, neither the Village, residents, nor the developer have a clear roadmap. 

  • This uncertainty delays investment, construction, and community benefits.

Entitlements Create Predictability & Transparency 

  • Entitlements define project parameters up front — height, density, design, and community amenities — creating a transparent and enforceable process. 

  • They ensure accountability to both the Village and its residents, enabling projects to be delivered as promised and on schedule. 

 

Economic and Community Benefits 

  • The 13-acre redevelopment of the former Twin City Mall into Village Place would transform the property at U.S. 1 and Northlake Boulevard. 

  • Plans include hundreds of residential units, retail and restaurant spaces – the goal is to drive new economic activity, generate tax revenue, create new jobs, and ultimately help lower taxes for residents.

  • Residents have voiced that the area is in decline; redevelopment would help raise property values, modernize infrastructure, and bring vitality back to the corridor. 

Challenges and Litigation

  • After initial discussions, the Council added 37 additional conditions to the project, creating confusion and new limitations. 

  • The developer is seeking to remove those restrictions and restore a clear, code-consistent approval process.

The Broader Perspective

Governance & Business Confidence 

  • Predictable, transparent entitlement processes are essential for maintaining investor and community confidence. 

  • Inconsistent or arbitrary conditions create uncertainty that can discourage future investment in North Palm Beach. 

Opportunity Lost 

  • Every delay postpones construction, job creation, housing availability, and local spending — at a time when South Florida faces rising demand and infrastructure needs. 

A Path Forward 

  • The solution is a code-compliant Master Plan with entitlements — ensuring that growth is responsible, transparent, and beneficial for both the community and the Village economy.
